I've been paying attention to food labels recently. I noticed a box of cereal
I have, lists carbs at 24g, then breaks it down to 11g sugar, 2g fiber, and
11g other carbohydrates.
What are the other carbohydrates?

Sorry if this seems like a dumb question, just trying to learn about this, and
there's alot of misinformation and contridictory info out there.
Complex Carbs=good carbs???
I know fiber is good and sugars are bad, what about the rest?

Traditionally, short molecules were simple carbs and long molecules were
complex. Today, it's unclear. Do a search on "glycemic index" on google.
It was originally thought that all simple carbs, like sugar, affected the
body in the same way. Now, the glycemic index is a tool used to gauge how
a carb affects the body. Glucose is used (although some tables use white
bread) as the base of 100, and other foods are compared to this. Fructose,
which is classically a sugar, has a low glycemic index of 20, while the
"complex carbs" in potatoes and white bread have much higher values. So,
classifying any carb as "good" or "bad" can be problematic.

Not necessarily. :( Some are, some aren't. You should use the glycemic
index to decide whether a complex carb is 'allowed' in your eating plan.
High glycemic carbs are absorbed quickly like most sugars. Low glycemic
carbs are absorbed slowly, and usually have lots more fiber in them.

Starches are complex carbs, sugars simple carbs. Fiber is a complex
carb that isn't digested by humans as a carb.
It used to be believed that "complex" carbs were all less bad for blood
sugar problems as sugars. However, a number of complex carbs (such as
refined flour or white potato) were found to be digested as quickly as
some sugars, and cause as much or more rise in blood sugar.
(Now, some diet authors are falsely calling things like white flour
and potato "simple" carbs, to try to lump "bad" carbs as simple.)
Some people find the glycemic index very helpful. However, the numbers
are based on eating a single item by itself. Some items appear higher
than they turn out to be in an actual meal -- such as carrots, because
you're not likely to sit down and eat a quart of carrots by itself,
and combining a serving with lower carb foods reduces the effect on
blood sugar.
In my opinion, "bad" carbs are candy/junk food/dessert carbs. Junk food
is still junk, and has to be limited if one wants to lose weight and keep
it off. Either they are products loaded with calories and sugar alcohols,
which a larger percentage of people apparently process just like carbs,
or else homemade lowcarb substitutes full of excess fat calories.
One thing that irritates me about the snack food industry is the way
they've put one over on the public, making people (who are ignorant of
nutrition) believe that granola and fruit "leather" are not candy, just
because they're "natural." Or that "100%" juice made from high sugar
concentrates is healthier than soda pop, when it's barely different.
Most breakfast cereals differ little in composition from cookies, and
most cereals touting "fiber" or "whole grain" on the label only have
one or two more grams fiber, but double the sugar.
